Chap. 11 is what I’d prefer as it allows for a cut in the pensions/automatic increases whereas Chap. 9 is less draconian.
First we paid the govenment workers’ pension contributions which were squandered on “social benefits” for the dead-beat class so now we taxpayers are on the hook for replenishing their lavish benefits. Are we lucky or what? Oh, those pensioniers do not pay IL state income tax, so we are triple screwed.
